The project strengthen capacities for climate change adaptation related to risk management of vulnerable communities and of national and local government institutions

Between 2020 and 2022, the World Food Programme in Ecuador, with the support of USAID/BHA and in coordination with the National Secretariat of Risk and Emergency Management, implemented the project “Strengthening local government capacity in climate change adaptation and disaster risk reduction with a focus on food security and gender in densely populated urban centers (PRORED)”. This project strengthened urban resilience and DRR capacities in the most vulnerable communities and neighborhoods in 7 cities of the country.
In coordination with the Higher Polytechnic School of the Coast (ESPOL) and the Risk Management Units of the 7 municipalities, PRORED promoted the organization of community risk management committees in settlements with high multi-hazard risk and evidence-based decision-making on climate change adaptation and risk management processes at the local level.
The PRORED project developed a comprehensive coordinated campaign in the 14 human settlements of the 7 cities aimed at raising awareness of the impacts of disasters and climate change based on the latest scientific information available in Ecuador, targeting both the populations of these vulnerable communities and neighborhoods, as well as technical teams and decision makers of local governments.
The successful results obtained from the implementation of the project are visible in the official incorporation of the community risk management committees of the 14 neighborhoods and communities, led mainly by women; around 5,000 families benefiting from the adaptation and DRR actions and measures implemented (as solutions based on nature), as well as the capacity building developed at an integral level both with the local population and with technical teams and decision makers.
PRORED’s local capacity building process was supported by the creation of 13 massive open courses. These courses were designed together with the International University of Ecuador and the technical teams of the National Secretariat of Risk Management and Local Governments. Their socialization at the local level was accompanied by the delivery of adequate equipment to carry out initial assessments in case of disasters or emergencies, including tablets suitable for the management of the people of the community risk management committees.
